Note the measures that Julius Caesar took to re-stabilize Rome.  Then focus on his decision concerning the unemployed populace: Could this measure be used by the United States today in some way?  Play out your scenarios including obstacles, repercussions, benefits, and so forth.  Do some research.  Think crazy.  What would be comparable, for example, to "overseas colonies" today--North Dakota?
